    Not all phones will require the higher etf though. Just the high end devices.
    Blackberries/Palms/WinMos/Droid ext... some select Verizon OS phns like the Env Touch, and the Rogue

    and yes it already took place. any smart phone purchased after i believe nov 18th is subject to the 350, damn the man, the fcc will put the stopping to it shortly
