Apparently T-Mobile started rolling out 10.2 which more than likely means AT&T will be next since their both GSM. At least that's the word on the street.

I do believe AT&T has already released 10.2. Verizon for some reason is always very late to release OS updates.

Neither ATT nor T-Mo (USA) have released 10.2. The only users that reported getting a notification were those with unlocked devices (often procured from Canada).

Yup, apparently misinformed and the T-Mobile users were lying. Here's the rollout directly from BlackBerry's site, but again then it becomes carrier dependent. Not sure what "this winter" means...

BlackBerry OS 10.2 is expected to start rolling out in the following regions pending carrier availability:
    Africa: Starting this week
    Asia Pacific: Starting this week
    Canada: Starting this week
    Europe: Starting this week
    Latin America: Starting in November
    Middle East: Starting this week
    US: Starting this winter
