Now I know that Verizon wireless has a plan where you can use their rates to call internationally, but I was wondering if there was a cheaper method. An example I'm thinking of is Skype, but apparently it doesn't work on the 3g network, only wifi?

Skype only works on WiFi because of a limitation in the software. Check with Skype to see if they plan on changing that.

Are you calling from in the states or are you traveling and then calling back to the states? If you are going outside the states it's much cheaper to rent a phone from a company here and prepay, than to use your Verizon cell phone abroad.

I'd be calling from in the states to out. I definitely will have to check up on skype to see if they are going to solve that. I always thought it was a network issue haha.
