I'm thinking about moving my family plan to VZ with my own equipments. I contacted a VZ store and was told that I have to sign a 2 year agreement even though I'm not purchasing any phones. Reasons for my purchasing phones, I want to wait until to see what's in pipeline for the next 4-6 months.

I asked for an explanation, and he wasn't able to provide one.

I asked if I sign a 2 year agreement, will I be able to upgrade in a few months at the discount rate, the answer was NO. I will have to wait for 20 months or I would have to pay full price.

Can some in this forum explain this practice/policy?

The rep you spoke with was wrong. Even on their Q&A'a this was there:

What Verizon Wireless service options do not require a term contract?

You can activate service without a term contract if you:

Activate with a Verizon Wireless compatible device that you already own.
Pay full price for a new device.
    Activate Prepaid service.

Note: Some promotions may require a term contract.
So as long as it is Verizon branded equipment, you will be able to start service with no contract and an eligible upgrade option.
