A couple of questions, if I may?

First, can an unlocked phone from another carrier (ATT for example) be used on a Verizon plan?

Second, if this is possible, does the original phone retain all of it's functionality ? (GPS, for example ?)

This is something that I not ware that you can do right now. Will be in future, VZW is putting together an approved list of devices that will work in the network.

They are not compatible. Verizon is CDMA and ATT is GSM.

That doesn't matter..... no matter if they put together a list of CDMA phones it will be a long time......

thru network use is only CDMA.
