Is there a way to view and respond to private messages from within the CB10 app? I only noticed it on the computer website.

Yep, you can.

First navigate to the Forum where you wish to post the thread. Once on the page of that Forum, you should see the option "New Thread" in bottom bar.

FYI: Ask-A-Question should only be used for threads by brand-new members or guests (haven't signed up for an account yet).
If you're not brand new to CB, please find the most appropriate Forum to post a new thread. Of course that's after you searched for an existing thread first!
