    Try Skype:

Install, run once, quit, reboot, wait 10 minutes, enjoy.

You can also try using the Android version of WhatsApp,

It'll be worthwhile to do this fix if you end up switching to the Android app longterm,

Try Zoom. The native BlackBerry App still works, and the company supports iOS as well. I believe you can register for free. High quality video connections too.

You can't do that from a BB10 device to an Android/iOS device.

It was true for a long time that BBM video chat was not available to iOS and Android users, but that changed last year, I believe. Here are the current requirements for BBM video chatting:

My apologies, I did not catch that nuance. BBM video is indeed supported on iOS and Android devices but not when communicating with BlackBerry devices. I wonder if that barrier will go away with the spinnoff of "consumer" BBM support to another company.

BB10 devices will never be able to video chat with other platforms (via BBM) but no problem with the "Blackberry devices" made today which are android devices, of course.
