So I wanted a new 'B' phone as due to unforeseen circumstances, my previous 'B' phone was crushed into dust by a piece of industrial machinery.

The reason I chose to opt for the 9320? On an eBay search, it's the first vaguely decent phone that comes up if you do 'Sort by price, lowest first'.

Anyway, what I wanted to ask is: What is the best way to keep my outlook.com contacts synced with the device, assuming no BIS and periodic WiFi access.

Post it notes attached to the back?

Desktop Manager "should' do it, depending on which Windows you are running, which version of Outlook, and what the weather is that day.
