Funny thing about they way we treat car batteries under Federal hazardous waste rules. As long as their cases are intact, they aren't considered hazardous and don't fall under hazardous waste storage rules. They are also considered to be in an approved shipping container. If the case is broken, they become hazardous waste and have to be disposed of properly at an approved facility - and they can't be stored except temporarily while being prepared for shipment to a facility in an approved container.
Keep in mind batteries can be recycled and reused.
