What would it take? Rim have to implement? Or something a dev could do? Only reason I ask is there are a few programs not on os10 and I havnt gotten an os10 device because of it would love to upgrade!

Mate, do you understand why BBOS is considered terrible? It is because of Java. The operating system is written in Java which doesn't scale very well - This can also be seen when running a huge Minecraft server and doing way too many things on there at once (like laying 100 TNT Blocks and setting them off).
This can, but definitely should not be run as a virtual environment on top of BB10.
Unfortunately some of the apps don't carry over but some of them do. This is always the problem when a new platform is introduced.
Though, unless the apps were a couple hundred dollars; it doesn't really matter. You probably spend more a week on coffee or frivolous things than your entire app collection costs. I'm sure that there are alternatives on BB10 that work better.
So just take the plunge, mate.
