I've always read this one as "In My Honest Opinion" ... it makes more sense than "Humble"

"Humble opinion" means the person is not speaking as if their opinion should be taken as anything more than...their opinion. . Sometimes the use of the phrase is meaningless. The person using it doesn't want to seem like an arrogant, know-it-all, so they throw that in, to throw you off.
Secondly, there really is no need to ever clarify that something that is clearly not a fact is "just my opinion". That's a given. It adds nothing to the statement. I've used it myself, and often wondered why. I don't use it anymore.
