At least a police officer is "trained" to dispense justice, but even then only to a certain limit. He is not judge, jury, prison warden and executioner all in one! In my world its a little like someone stealing a car and half way down the freeway, eight F14s engage the car with cannons and then on the return hit finish the car off with 16 maverick missiles!
