One thing you can try is to work your way up to it. Start out by making a commitment to having a short, friendly conversation with a new woman each day. NO pressure on yourself, no thought of a date, or phone number or anything, JUST a conversation. Do that for a couple weeks. Then after you are comfortable with just chatting with women you meet, work your way up to asking for a phone number, REMEMBER, you are not asking for a date, or sex (YET) just a phone number. If they ask why, say you'd like to get to know them better and continue the conversation and see where it goes. If they say, I have a boyfriend, or husband or something like that, then accept it, and move on. IF you run in to one of those women you met during that first phase, make it a point to have a 2nd conversation with them, and try to get the number. Again no pressure, no date, no kiss, sex, etc, YET. Then in about a week you can try calling from those numbers you have, OR trying meeting a woman, getting a number AND then in a couple days (NEVER the same day) calling and asking for a date, JUST a date.
I think you get the picture, you got to work your way up, and you got to make a start. And don't beat yourself up about the past.
