Yes BUT it could also lead to bad things. For instance:

1) A software developer creates and posts an app and then creates several
user accounts for the sole purpose of giving himself favorable reviews.

2) A user creates one account and is positive but the alter ego is a total
moron who rails against everything and everyone.

3) A user creates multiple accounts for no other purpose than to have it appear
that someone else agrees with their opinion.

4) SPAM, 'nuff said
