To answer your question the best I can involves using anecdotal information. My wife has been to a US Air Force base in kajikistan. She told me that she saw several black people -- I called and asked her a few minutes ago for you. Kajikistan was once part of the Soviet Union. I do believe there is a small black population in Southern Russia, but not very many.
