Yes it does. A LOT smoother. Jelly Bean has hardware acceleration and BlackBerry have made use of this. It is very smooth.

On the developer build, I've tested many android apps and the difference is huge. I'd go as far to say some of the Android apps perform as well if not better than my father's galaxy s3
