I don't know for sure but would assume you can download them again through app world. i know there are people who have returned their PB's for different reasons and it would seem right that you need to pay for the apps you purchased again.

you will have to redownload them. they are all saved via you blackberry id

All apps are linked to your BlackBerry ID, so when you log into your PlayBook simply go to the my world section of AppWorld and you should be able to reinstall the apps from there.
