It depends on policies set by the developer of Tiny Bird. If the developer has created a version of the app specifically for the PlayBook, then it you will be able to see it in App World on the PB. It is up to the developer whether you will have to pay again for the PB version.. Sometimes a separate licence will be required, sometimes not.

If you are in doubt, you can visit the app's page App World and look on the right-hand side of the page. There you can see all of the supported devices. In the case of Tiny Bird, it looks like you are in luck - it appears that a single licence is required for both devices.
