The dev does not have to post the first (incomplete) version for sale if he would rather wait until the second one is approved.

As far as I know, this is the same deal that RIM offered with respect to Air app at launch. If the thing works just submit it now - submit a more polished version whenever is convenient. If he thinks the initial version is good enough for prime-time, post it for sale as soon as it's approved. In this case, he can take your fine advice and take all the time he needs to polish the update.

I designed the app because I needed to app to do what I needed for me to learn (interactive repetition).
I'll submit it tomorrow evening, after I enter a few hundred more words.
