Im not much of a rap fan but the app is Dat Piff and it lets you stream a lot of mix tapes. Mainly from underground artists and Dj remixes but a lot of good songs. Havent seen an option to download but you can stream each song instantly, worked flawlessly and instantly over my wifi connection.
