Possibly. What carrier do you have? I know verizon has an option that allows users to make their phone into a wifi hotspot.

Hotspot, yes. Bridge, no.

Doesn't tether work, too? Of course, that requires a BlackBerry device to do so.

While SECURITY might be a concern if buying apps, how about a public library or Starbucks or similar public wifi location?

i used to be in the same boat,,, i used to go to a nearby store where the owner is a friend & had him log me in to his wifi,,, i could go there @ any time, even after hours if need be,,, i eventually got my own router & gotta say having your own wifi doubles the playbooks' enjoyment & capabilities...
