20 apps is the limit. So the max a developer can get is $2000

I'm pretty sure most of s4bb apps don't meet the criteria required to be paid.

Either way, max is $2000 from BlackBerry.

The thing is, if a developer makes 1 app that gets 150,000 downloads or 50,000 apps with 3 downloads each. That's still a total of 150,000 downloads.

If the developer chooses to go the shotgun method of making apps, there is nothing wrong with that.
We've all done that in tests. Write lots and lots and hope to be right in at least a few of the points you wrote down.

Without anything to back up your statement I would say you're putting yourself in very weird situation.

Web launchers did not qualified for this offer

Apps made with the BlackBerry App generator did and those are essentially Web launchers for rss feeds

46,274 city maps of Uzgur, Russia. Population 6000?

Wow. Happy you have a high bar for quality.

All this to help Heinz make blatantly false statements to analysts and shareholders.

Really choice people S4BB. They deserve an audience with the Pope.

I remember on RFD (Canadian Frugal Site) where everyone was making flashlight apps for BB10 just to cash in on the $100 for like 5 mins of work.

That's funny. Clearly the program was somewhat wasteful and not adequately monitored.

Any deal done with S4BB was undoubtedly done outside of the port-a-thon rewards. They were likely paid a handsome sum to prop up the app world numbers, but it wasn't taken from the rewards pot. There was legitimate gaming of the port-a-thon rewards by other folks though. I posted a thread a while ago with developer who created several BB world accounts, submitted 20 cookie cutter apps to each account, and made several $ thousand by gaming the system. I believe he signed up the accounts using names and IDs of friends and family.

There's no doubt in my mind though that there was (and still is?) a deal set between Blackberry and S4BB with the intention of propping up BB world numbers to ridiculous levels.

I don't think you're fully understanding the search results. There is only ONE city guide for Uzgur, Russia. There are 46,274 potential city maps, but most likely those are ALL S4BB apps in every category.

Also, I think you got your answer. BB potentially paid $2000 to S4BB. I'm pretty sure S4BB didn't choose this route of app development so that they could get "shareholder money" as you put it.

I really don't care how much they paid.
It was too much, no matter what sum it was.

1/3 of the total apps in the BBW are from this "Developer Collectif".
    It's just ridiculous...

People took full advantage of the offers BB was making without any intent to make a good app.

I went to the student Jam Camp in Waterloo and there was one guy who showed up only to get people in his start-up. BB paid for his travel and hotel expenses so he could learn to code and make a BFB app, this kid had NO intent do that.

BB definitely needed some sort of control over what kind of apps qualify. If they had made it a requirement that the app has to follow BB10 UI guidelines and be a multi function app, people would not have so easily taken advantage of them.
