You can upload your own picture from your PC but you might wanna make sure that the maximum size of your custom picture/image is 80 by 80 pixels or 19.5 KB (whichever is smaller).
Or you could upload it to those free photo hosting sites (photobucket is one of many) and then copy the URL and paste it in the User CP > Edit Avatar > Use Custom Avatar.
