    So it's not sending to this one person (ie it's not showing the "D" on the check mark) but it sends for other users. Does this just mean the that one persons phone is not working or is off?

    Yep, 99% of the time that's what it means (off or not in a reception zone)

    I wouldn't worry that it's a problem with your network or device

    Yep, they will get the message when their phone communicates with BlackBerry again.
