Yes it worked for me..
The trick is to let the phone load Android runtime after restart.
If you open Uber app immediately after restart then it will force Android runtime into start which causes problems. At least that is how I solved my issue with the new update.

I'm running Software Release 10.2.1.3023 on Q10 with USA Sprint Network and every app box file installed below works on my device except the Google Maps v9.10.1.apk Updated Jun 24, 2015 22.9 MB. I was able to download the Google Maps v9.10.1.apk; however upon installing it receive the error message "Unable to Install" although it placed the Google Maps icon onto my home screen which upon clicking it just goes to a black screen then closes. I then deleted that Google Maps 9.10.1 and using 1 Mobile Market downloaded and installed their Google Maps 9.12.1 to my device without receiving an error message; however upon clicking it's home screen icon that just goes to a white screen then closes.

Does anybody have a fix for the Google Maps to work on my device?

I updated my Q10 on 8/9/2015 using Sachesi to Verizon Software Release 10.3.2.556 and now everything works correctly including Lyft and Uber.

I can get the App up and running but the map is all blue and doesn't seem to detect my current location. Anyone else have this issue?

I don't think I can help you much.. The reason for that is you are running a very old version of the OS.
Why don't you try to update your OS because the newer OS has a newer version of Android runtime and will definitely help your apps work better.

Go to the first post there is a link.
Click that a Web page will open
There will be a few files but the one that you need is Uber Cab

You will also need Google Play Services which is also listed there.
Optionally you can install Google Maps which will help with location errors.

You need to download the files
Click on each file installer will open.
Finish the installation restart your phone
Let it set idle for 5 mins
Then open Uber app..

The instructions is to be followed on the phone not computer.
