At this time, the phone API is limited and calls cannot be parsed individually if not in the contacts.
So anything a developer could do currently is to use the device system itself to block all or nothing.

Is there an Android version that works? My GF laughed at my phone and said, "what kind of smartphone released in 2013 cannot block calls?" and I usually turn the ringer off to avoid telemarketing phone calls..missing a couple of important calls every so often in the process. Is there really no way?
I don't think Android apps would be able to control how calls/sms are received in BB10. You could give it a try tho. The best number block app for Android is Mr Number available in Gplay and Amazon.
Mr. Number does not work on my Z10. What I do to work around is add known telemarketing numbers under a single address book entry and set that to no ring. Calls come in but I am not disturbed by them. The downside is they have to call once for me to ID them as telemarketers . But it does cut down on annoying calls.
The issue is that BlackBerry hasn't released any API's that can access the phone app beyond prompting to dial a number. There are no whitelist/blacklist features available. Hopefully 10.3 or some variant will bring the feature back.
Did you check with your carrier? When my son was getting harassed, we had to add the Family Allowance plan or something like that. It was $5/month, but allowed number blocking. After a while, they stopped and we cancelled it. Not sure what the current offerings are.
Blacklist-style call blocking is only available on OS 10.3 because before that (10.2.2 and 10.2.1 and earlier) BlackBerry did not make the necessary APIs available for blacklist style call blocking. The earlier call blocking apps were pretty useless and just shut off the phone's ability to make calls.

Actually, Power Tools, which is popular, compatible with 10.2, 10.2.1., and 10.3, and has a lot of features, was recently updated to include a blacklist-style call block function for 10.3 devices that is one of the best available right now, I think the best. The app costs a few bucks, but I use it for several of its functions, the developers are great, and the app is already headless and very mature.
The call blacklist function keeps a log of incoming calls so you can easily select whatever number you want to blacklist or you can program in any number you want to block. You can also use wildcard (*) to block related numbers such as 1800* to block all 800 numbers, for example, or 1555977* to block all numbers that start with 1-555-977-XXXX. Wild card can also be *1234 to block all numbers ending in 1234, for example. It also gives options on what to do with blocked calls (text, busy signal, etc.) and keeps a log. You get to choose whether the program analyzes telephone numbers using all digits, 10, 9, 8, down to 6 digits, which makes it easier to block the numbers you want to block no matter your country or area code situation.

First off I love the Bugatti Veyron in your picture. Power Tools you say works? This is great because every time I've Googled the question, it seems that no one can get down to having an app work successfully. Does this Power Tools app need to be open all the time to be effective?

Power Tools runs headlessly, so it does not need to be open all the time to be effective.
