Nope. They require the data from that file for the game to work. If it doesn't download it from the servers upon launching, chances are, it'll just close or give you some validation error.

Alternatively, for better results, use the debug token method.

If it's an app you've downloaded on your Android phone, it will be stored in the "Android" folder on the internal memory of your phone. However, if you've acquired the apk from the internet, they normally pack the .obb folder with it lol.
