you can use a programm like The Gimp. It's free to download and quite easy to use(there are also a lot of tutorials on youtube by the way). I used it to make 720x720 pics. this is what I usually do:
    1) search and save the pic(s) you what to resize
    2) once saved into some folder you choose, open The Gimp.
    3) click on File > new and put the 720 x 720 in the window where it ask for the size of your new pic
    4) leave the 720x720 where it is for a sec and open the image you want to resize.
5)once you have it opened click on the pic with your mouse and hit ctrl+c on your keyboard
    6) click on the 720x720 white pic you created before and hit ctrl+v . it copies your image on this white pic. In the panel on your right you will see your white pic and over that a kind of floatinf tingy. you click with the right mouse button on it and choose to new level(or something like that, sorry I have it in Italian so I'm guessing). if that work you should see 2 pics showing in the panel on your right. click on the one showing the image you want to resize,
    7) now the final steps: look on the panel at your left and choose the simbol with a and a little Arrow on its upper left edge. this way you can resize the pic to 720x720. then you go to file> export and hit ok. you should have your pic done!

An even easier way is to use the CB Wallpaper Maker. It's free, you get your wallpaper resized and sent to your device instantly, and it helps out the community.

Hmm.. it's the right link, not sure why it's not working right. I know they were revamping it not long ago, maybe it's under construction right now. Sorry! Usually it's the easiest way! lol

Nevermind, I just figured it out. It's broken in the app, but works fine in the browser. You can long press the link in the app and choose to open it in the browser, or just upload via computer.
