google play confusion - now Blackberry play?

Just spent all evening getting Google Play installed and working correctly, with hopes of being able to install and use Hangouts. Got the error that most seem to get: Google Play Services is not supported on your device so when I searched that error, it took me to this page, which looks like work for another night. My question before I spend hours doing what this new link says, is "is this the last, final, true and tested link"? Kind of a waste of time having the first link still up no? If this is the latest one, the correct one?
