Basic questions. What OS are you running on which version of the Z10? Do you have "Allow apps from other sources to be installed" enabled under Settings/App Manager ?

Can you install and run native apps from BBW? If you can do that but cannot install android apk's then your android runtime may be borked somehow. You may have to reinstall the OS. I assume also that you have tried a hard reset of your device? Hold power key down for 12 seconds or so and reboot-- leave your device alone for 10-15 minutes-- then try again to install WA.
Some apps do open from the BB world but other act the same as the whatsapp and other downloaded apk

Have you tried rebooting yet?
In this case, I would re-load your OS. Something is wacked in there!

Not switch off (or turn off). That just puts the phone in sleep mode.
We are talking about a full reboot.
2 ways.
1. Hold the power button down until the "turn off" countdown starts, but release and select "Restart" at the bottom right.
2. Press and hold both volume buttons down for about 15-20 seconds, as the phone cycles off, then the BlackBerry name is on screen. Let go of the buttoms when the logo disappears and the blue OS loading squircle starts.
After it's done rebooting, and the home screen is up, wait about 10 minutes for the android runtime to fully initialize.
