Actually, before Videos4Blackberry went down, I had no trouble DLing videos up to an hour in length OTA from them, so TV shows were no problem. I still have half a season each of Weeds and True Blood (each hour-long episode was a 70-80 MB .3gp video file that DLed OTA very easily), and the entire first season of The Muppet Show, on media cards that were all DLed OTA from V4BB. Theoretically, all a BB video provider would need to do to allow OTA DLs, would be to provide an option of a 2-hour .3gp movie broken down into 2 files of an hour each, which would be way better than the 10min limit on YouTube, where you have to watch 9 or 10 files to watch one movie like Saving Grace (British movie, not American TV show).
