Its an official RIM theme. Its called Let It Snow. You can find it in app world. They also released 2 other themes for xmas, Happy Holidays and Share The Joy are the other ones.

Awe. There is tons of love for 9650! The screen size is the same as a 9700 right?

Seems us Torch people are having a tough time getting themes and walls. :)
