Got a NIB 9650s to replace my Tours. Even with the volume settings at 10 I can't hear my Bold as well as my Tour. Any suggestions?

I have noticed the same thing

I use a ringer called nice sound and it is plenty loud enough. Much louder then the stock ringers. It is a free download somewhere but I forget where.

I noticed the same thing too. I use .mp3s as my ringtones, so I put them onto my computer and used Audacity (free program) to increase the volume of the file by 50%, then put them back on my card. Now they play loud enough.
