That is MobileCheckbook. (That's worked a lot better than having a pocket full of receipts, especially this time of year).

This is my favorite theme so far. It's the basic Precision theme you have on the Tour only with this one you can have an extra app at the top right, as you can see I use the WeatherBug app. You can also see that it allows you to use your home screen background as a background on the other pages.

I got the background by going to Google and searching "Backgrounds for the Blackberry Tour". The theme I got here:
