You can upload your picture to a service that'll let you edit online - Phixr.com. Phixr allows you to use a temporary account if you don't want to sign up for a permanent one. Upload your picture, resize as you please, then transfer it to your picture hosting (Photobucket, etc.) account or save it to your computer.

If you have microsoft office, there is a program called Picture Viewer or something to that effect, and you can use this to edit photos, including resize them to whatever specs you need.

i found the best way to edit the picture size to fit on here was to use the BB media manager...open the picture you want to edit...type in the measurements and you're done...

You can do the same thing on Microsoft Photo Editor. That's how I do mine. Choose resize and you can choose between cm, inches or pixels. Put in pixels, type your size and done.
