I was told that v4.6 had pre-installed, "Documents to Go" with the ability to edit Windows Word and Spreadsheets.

Need a bit more info here please. Are you using the phone as it cam out of the box? If so then DTG should be located in an icon on the desktop that looks like a briefcase.
If you have upgraded or re-installed your Operating System then DTG may not have gotten installed. This is easy to fix.
To check if DTG is installed on your phone go to Options, Advanced Options, Applications and scroll down the list looking for Documents To Go. If it is not there then it is not installed.
