Yes it will. Isreal has CDMA technology so it will work. Even it was GSM, it would work
The question is how much does it cost to use the Tour overseas.
For VZW you can go to INTERNATIONAL and get rates for SMS, Voice and Data
Also considering buying a local Israel sim card for your Tour. It really depends on what you are trying to do, call home, call local Israel number etc. Data service will be almost zero per Verizon website.
Israel SIM Card
This is a great idea - and possibly cheaper. Just make sure you call VZW to have the GSM side of your Tour unlocked first.

I was in Israel this past January (also on Birthright), and they have excellent CDMA coverage there. I was there with my Curve, anytime I checked it, always had full service. I didn't really use it though, got a rental phone through my trip organizer (which was a CDMA phone, coverage and call quality were great). Rates were much much cheaper than VZW's roaming rates. I would advise you too look into it to save some $$
And get a virtual US number.

As previously established the phone will work, but it's really expensive... After you get off the airplane and go through the endless security, there are kiosks where you can procure sim cards and prepaid phones. To call the States I would suggest an old fashioned phonecard.
Have fun, Israel is an amazing place... For me, it always feels like home.
Does the Tour roam in Israel for internet and Blackberry with a regular Cellcom Talkman Sim card? Or would I need a special card?
I am going in January for break and want to plan ahead. I have a 2 year old prepaid cellcom Talkman chip.
