Verizon has several phases of testing they do for each new release of software for each phone. They only release an update if the new software passes each phase of testing. This can take some time.
Be assured when they do pass the software, it *should* function very well on your phone.
Like stated verizon tests each OS extensively before an offical update is deployed, they seem somewhat slow with new releases but usually it comes without much error in the OS
well you seen what happened when Sprint hurried up and released 5.0 on there Tours.. there full of bugs... Verizon will be sure not to do that mistake Sprint did.

They claim that, but then they apparently released the POS OS .328 for the Storm without even testing it. And that was after releasing the other POS OS for the Storm (.148) when better OS's were available.

I think just about everyting about the first storm was half baked. No OS under the sun was going to make that thing as good as it should have been. Other than that, I think VZW does a good job testing their stuff. It just takes toooooooo loooooooong.
