They generate the UNLOCK code by using a program that calculates the code based on your IMEI and Carrier Provider Code. These calculators have been around for years, you see a lot of free ones for the Nokia Series phones, with a little work they can also unlock BBs.... But its simpler to just pay $20 online and have the code sent to you.

Once it is unlocked, it's unlocked forever. Might as well use it as soon as you get it and be done with it.
