Can a carrier unlock via OTA/wirelessly?
Just called Customer Service rep and told them I was going over seas next month, was told that phone has been unlocked from their end! Possible?

Hummm has Telus changed their ways? And giving out unlock codes? They never used to before. Plain and simple they refused to unlock phones, didn't matter the reason, they want you to use their overseas service.
As far as I know, you have to manually enter a code into the phone to unlock it. they can generate the number from info you provide, but the actual code has to be physically entered into the phone. You could try it out if you know a friend on rodgers or some other GSM provider and borrow their sim card.
Otherwise the CSR just gave you a line to make you dtop asking hard questions they don't know the answer too. You still may need to use an unlocking service.
I had my Storm unlocked by UniquePhones, excellent service and so easy to do too. Check out the link in my sig file below VVVVVVVVV
Nope they cannot unlock a phone OTA. Telus especially never gives out unlock codes.
Now they probably activated Intl. Roaming.
We can unlock your phone remotely...we only need your phone's IMEI
Not technically OTA, but it can be done without physically being in front of an unlocker. We all do it by codes, and there is no OTA method besides that
