Afaik it is! The mealymouthed excuse agent gave was since original Q10 was under a contract they could lock the new one. If you ignore the part about how the old one was off contract & out of warranty when I bought this Q10 the final take away is she confirmed that AT&T can lock a cell that was purchased elsewhere. I DO plan to see about the legalities but in the short run they caused me to waste 3 house on asking for supervisors I also had to spend $35 on a cheap android cell phone to use instead of my Q10! No address book, bookmarks etc since the morons said I needed to see the contract they claimed I renewed or started before I can dispute it. By the time it's mailed out, much less that I get it my trip will be over.

Of course I've already discovered how sleazy T-Mobile treats new customers who want to be honest. Since I don't plan to switch carriers (only because no one else has a signal at my house) I said it'd be dishonest to take the free switch or other Promo's & then cancel after I get back home. SO, I discovered that instead of the unlimited text & picture messaging with 5Gb of 4G and 100 minutes (which is perfect for using Q10 for GPS the least expensive plan gives you (IF it works! ) unlimited talk & text but the plan gives a very meager 1GB of data!

AT&T responds quickly to social network posts directed at them, and anything written and mailed to the address for comments and messages, listed on the bill statement.

Don't call support about weird stuff; they don't have the ability to do much of anything anymore.
