The Rogers $25 Value Pack includes:
Unlimited Messaging Bundle (for Text, Email, IM, Picture/Video Messages)
    NEW! Unlimited Mobile Browsing Plan
    Call Display with Name Display
    Enhanced Voicemail
    Mobile Backup

My question is, does the unlimited IM include BBM even if you don't have a data plan?

The $25 (500 MB) Data Plan would probably be plenty for you to do IM or BBM - otherwise you could leap to the $30 (1 GB) Plan.

But if you need / want voicemail and call display and think that that 500 MB is plenty, you might want to look at the $40 Value Pack. You'll save $2 over the a la carte addition of a voicemail / call display pack to the $25 Data and gain unlimited txt msg'ing and voicemail to text, too.
And speak to the right phone CSR and you might be able to wrangle a bit of deal on that Value Pack, too.

Let's face it, Rogers' (and others) Plans are still desperately overpriced, but we Canadians are limited in our options if you feel you really must use their services.

The 25 value pack you're talking about is a non-BB one; the "mobile browsing" won't work with BIS...
the equivalent of the BB is the $30 messaging value pack or whatever they call it
