When I go to BIS Verizon plan and enter my PIN and MEID it says account not allowed to access via browser, must access on device.

Yes it is. On the device there should be settings through email setting to convert the account to a user name and password. Once this is done, you can on through the computer. The other option is to call your carrier and they can convert it for you
