You only get so many tries, I'd pay the modest fee that most services ask.

If you are using the phone in the United States, you would have a problem with that, as the GSM channels contained in that particular model are set up for overseas GSM networks, not US. You need a US GSM carrier phone. What network are you trying to put it on, maybe someone can suggest the correct model.
