    My interpretation is KXLA will not go dark, hence the word "concurrent." The radiation pattern of the TV station is very directional, so I assume TMobile will operate in the null of the TV station.

    Going back and reading this again, it looks like TMobile will reduce the 700MHZ bandwidth it uses (hence the word mitigate) to allow concurrent operation so the TMobile signal will be in the main coverage of KXLA. The when channel 51 goes dark, TMobile will use the full 5MHz.
