Globe should have to. If not, then will push them to move their sound mind to think logically. I believe there are still a handful of postpaid users with BlackBerry 10 OS waiting. Btw, also heard that BlackBerry 10.3.1 update need not have to go through with carrier's permission, it is a direct update from BlackBerry itself.

I'm on Q10SQN100-3/10.3.1.2072 and every thing seems to be good so far.. even the battery life.. hopefully Globe will release the latest .2273 or even higher

Update its been A week since I installed the 2072 and battery life is giving me 18 to20hrs of uses. Still with minor bugs, screen at times flicker when. I open apps. Pls roll out the official OS
