Is it possible to have a BAD for Verizon, but if it's unlocked, to work on a GSM network without issues? Or would the IMEI also be bad? Such as if I bought a storm or Tour on ebay with a bad ESN from Verizon, but got the IMEI unlocked, would a SIM work and the PIN?

It might work for att features but if the pin is blocked by RIM you will not have any blackberry features like pushed email. Not sure about the native browser but since it also works through rim servers I doubt it.

But would the PIN be blocked too? Like if one was reported stolen, would the PIN get blocked too on any system?

That will depend upon whether that unit was reported to RIM as stolen. Maybe yes, maybe no. Only way to find out is to ask for the PIN and call RIM to find out.
