Yes. All BlackBerry 10 phones are non-BIS.
Your current plan should still work. And if it does, I wouldn't change the plan just in case for some reason, you want to switch back and forth between both phones.
Keep everything the same. Your BiS account is perfect. Plus you'll use less data which is great especially if you're roaming

Sorry, but you won't be using compressed data even if you keep BIS as a BB10 device won't connect to the BIS servers, you'll be using regular data on any BB10 device.
Having said that, I've kept BIS attached to my 2010 HMP if only to allow me to switch to my 9900 back up device if I need to, which I had to do a couple of times when I was running my Z10. BIS will not interfere with or slow down normal data so keep it for as long as you can, just in case.
Wind has to pay for bis, so they would love to shut it off

Keep the data plan intact, DO NOT change it. You never know if you'll need to use your legacy device.
