AFAIK the only way to fix it is to reset the phone....

I've seen this before but only with Android apps. I've never restarted to get rid of it however. Usually rotating the phone or launching something else that requires a keyboard gets rid of it for me.

I had this happen once on my Z10, I think it was on 10.2.0, but restart fixed it. Never saw it before or since (pretty sure it was an Android app)

Happened to the 2nd day I had it. Had to reset it with the volume buttons. Freaked me out since I wasn't able to pull the battery...
