Your carrier has to pay for BIS.
Therefore you have to pay for BIS.

No free BIS in germany... O2 still has it. Back when I used my 9900 it was 10 a month. In 2016 to pay extra just to receive email etc. is no go. Would be glad myself if BIS would technically not be required anymore, but I think that will never happen.

BlackBerry still makes $92 million (26% of $352 million) off of charging carriers system access fees for BIS. And since it's their quarterly filing and not a promise from Chen it means that that's actually the case.

If and when BIS disappears -- and provided 3G is still in operation -- there are still services like NotifySync that sell Activesync integration apps on a subscription basis for BBOS.

In the UK when I was using my 9810 with O2 on a pay monthly basis BIS was included for free. Having said that I believe pay as you go customers still pay extra for it. One of the reasons I moved to the Priv is because when travelling overseas it was becoming obvious that not all carriers partnered with O2-UK were still supporting BIS and in my opinion this can only get worse as time passes.
